9th Senior Economy Congress – #cybersi
22 october 2025
The 9th Senior Economy Congress is a key event in the field of senior policy, as well as the market for services and technologies designed for older adults.
The event was organized by the National Institute of Senior Economy (KIGS), with honorary patronage from the Ministry of Digital Affairs, the Office of Electronic Communications (UKE), and the Polish Development Fund (PFR). The partner of this year’s edition was NASK – National Research Institute.
This year, the Congress was held under the motto #CYBERSI—a symbolic combination of the words “cyber,” “senior,” and “AI – Artificial Intelligence.” The theme reflects the main focus of the event: the digital world for people aged 60+.
People over the age of 60 now make up one quarter of the population. According to the 2023–2060 Population Forecast, the number of people aged 60+ will rise to 11.9 million, accounting for about 37% of the total population. The digital revolution brings both challenges and opportunities. Digitalization offers a chance for greater independence, financial security, and social engagement for older adults. More and more companies and organizations recognize that mature consumers are not only a rapidly growing group but also one that is highly aware and loyal.
The Congress served as a platform for knowledge exchange between public administration, academia, business, and senior organizations.
The main—and opening—debate was titled “A Digital World for Everyone: How the Technological Revolution Affects the Lives of Seniors.” The discussion was moderated by Milena Górecka, Head of the Educational and Information Campaigns Unit at the Consumer Policy Department of the Office of Electronic Communications (UKE). The panel featured:
-
Marzena Okła-Drewnowicz, Secretary of State, Chancellery of the Prime Minister
-
Anna Rywczyńska, Head of the Cyber Threat Prevention Department, NASK
-
Małgorzata Miś, Member of the Senior Policy Council
-
Dr. hab. Prof. Stanisław Mocek, Rector of Civitas University
-
Tomasz Orlik, Management Board Member, PFR TFI
The discussion focused on the impact of modern technologies on seniors’ everyday functioning—both the new opportunities and the emerging risks. Participants talked about barriers to using digital services, the need to educate seniors in online safety, and the role of the state, businesses, and social organizations in creating an accessible and safe digital environment.
The Congress program also included panels dedicated to, among others, internet safety, digital education, technological innovations supporting seniors, and the silver economy—the growing market of products and services for older adults. Topics included the role of government and local authorities in preventing digital exclusion, business responsibility in designing accessible services, and the development of training programs supporting people aged 60+.
Among the highlighted solutions were educational initiatives, platforms facilitating access to public services, and information campaigns increasing awareness of online threats. Special attention was also given to the importance of intergenerational cooperation and the exchange of experience between younger and older users of new technologies.
The 9th Senior Economy Congress demonstrated that digital transformation can become an opportunity—not a threat—when accompanied by education, empathy, and cooperation. Seniors are increasingly using the internet, mobile apps, and online services, but they need support in building trust and digital competencies.
A key takeaway from this year’s Congress is the need for continued integration of efforts between public administration, social organizations, and business to ensure that technology serves all generations. The #CYBERSI theme has become a symbol of openness to the digital world—without exclusion and with respect for the needs of older adults.
The Office of Electronic Communications has long worked to ensure safe and informed use of digital services by consumers, including seniors. With them in mind, we have prepared free online courses on safe banking, online shopping, and handling official matters online. https://cik.uke.gov.pl/edukacjatop/j-online
